Firm Resume
John & Hengerer is a Washington, D.C. law partnership, originally founded by Douglas F. John, Edward W. Hengerer and Peter G. Esposito on April 1, 1986. Before formation of the Firm, the three founding partners, with their almost 60 years of energy law experience, constituted the Energy Group of the Washington, D.C., office of McDermott, Will & Emery. Douglas F. John, the remaining senior partner, has had both private sector and government experience.

One or more members of the Firm are licensed to practice law in each of the following states: District of Columbia, Maryland, New York, and Texas.

Partners

graduated from Brown University in 1970 and from the University of Texas Law School in 1974. He worked for the Federal Power Commission until 1977, at which time he went into private practice, first at Akin, Gump, Strauss, Hauer & Feld and then at McDermott, Will & Emery, where he became a partner in 1981.

(Retired) graduated from Colgate University in 1968 and from The George Washington University Law School in 1973. He worked at the Federal Power Commission from 1974 through 1978, was General Counsel of the Office of the Federal Inspector for the Alaska Natural Gas Transportation System from 1979 to 1983, and then joined McDermott, Will & Emery, where he became a partner in 1984.

joined the partnership in early November 1991. Mr. Sweeney is a 1978 graduate of the College of William and Mary and a 1981 graduate of The George Washington University Law School. From 1981 until 1990, he practiced with the Washington, D.C. law firm of Grove, Jaskiewicz, Gilliam and Cobert, where he became a partner in 1988. Mr. Sweeney’s practice is concentrated in natural gas industry regulation, with a particular focus on issues affecting gas producers. In February 1990, he and several members of the Grove, Jaskiewicz firm joined the Washington, D.C. office of Katten, Muchin & Zavis.

(Of Counsel) joined the partnership in August 1992. Mr. Clark is a 1970 honors graduate of Colgate University and a 1973 graduate from Albany Law School of Union University. From 1973 until 1977, he worked as a trial attorney at the Federal Power Commission, and from 1977 until 1979, as Legal Advisor to Vice Chairman Don S. Smith, Federal Energy Regulatory Commission. After leaving government service, Mr. Clark went into private practice, from 1979 through 1988, at Akin, Gump, Strauss, Hauer & Feld and, from 1988 through 1992, at Andrews & Kurth.

joined the partnership in January 1995. Mr. Smith graduated from Vanderbilt University in 1985 and from The George Washington University School of Law in May 1988. Before joining the Firm as an associate in May 1990, Mr. Smith worked as an Attorney-Advisor to Administrative Law Judges Birchman and Lewnes at the Federal Energy Regulatory Commission (FERC).

joined the partnership in January 2004. Mr. Rick graduated with honors from Michigan State University in 1996 and received his law degree from The George Washington University School of Law in 1999. Before joining the Firm as an associate in September 1999, Mr. Rick worked for the Firm as a law clerk.
joined the partnership in 2008. Ms. Zembruski graduated from Hofstra University in 1997 and received her law degree from Georgetown University Law Center in 2000. She is a member of Phi Beta Kappa. During law school, Ms. Zembruski worked as a law clerk to an administrative law judge panel at the Nuclear Regulatory Commission. Ms. Zembruski joined the Firm as an associate in 2000.
